Koiso Seifū (Koiso Masanosuke) was born January 5, 1919 in Yokosuka City. He studied Kinko-ryū shakuhachi under Watanabe Kōfū. He started teaching in 1937. He belonged to the Kōfū-kai and was the head of the Yokosuka Kōfū-kai.
